Praise be to Allah alone, and may blessings and peace be upon the one after whom there is no prophet. And after that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the honorable head of the Majaridah Governorate in his letter No. (584 \ 37) dated 15 \ 2 \ 1420 AH, accompanied by the inquiry submitted by the Shaykh of the Al-Samid tribe and referred to the Committee by the General Secretariat of the Council of Senior Scholars, No. (1423) dated 25 \ 2 \ 1420 AH. The inquirer asked a question, the text of which is as follows: We inform you that the Al-Samid al-Mulha tribe agreed, pursuant to the agreement
whose copy is attached, dated 12 \ 8 \ 1408 AH. Then, some new matters arose in the present time regarding marriage occasions, so we prepared the attached agreement; therefore, we hope that you—may Allah preserve you—will forward it to the Grand Mufti of the Kingdom, may Allah preserve him and have mercy on him and make him a good successor to a good predecessor, to issue a fatwa on the matter, so that we may be clear about the issue. May Allah guide everyone to what He loves and is pleased with; He is the All-Hearing, the Responsive. And may Allah protect you, and peace be upon you. Drafted on 14 \ 2 \ 1420 AH.

A: First: What is mentioned in the first three paragraphs, regarding the imposition of a financial penalty on whoever does such and such. This is a procedure that is not permissible; because it is a discretionary financial punishment imposed by one who does not have the authority to do so in the Shari'ah. Rather, that is the domain of the judges, so these penalties must be abandoned. Second: If a person is found with a camera, whether it is with the women or the men, it is obligatory to rebuke him and warn him; because image-making is forbidden, and its prohibition is intensified if it is of women; because of the fitnah involved in it, the exposure of people's private parts, and the exploitation of that in what does not please Allah. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
