Is the one who does not wear the hijab a sinner or one who commits a major sin?

The second question of Fatwa No. ( 13701 )
Q2: A woman prays and consistently maintains her prayer, and she fasts, but she displays her adornment. Is she among those who commit major sins, or is she considered a sinner or what?
A2: The woman who maintains obedience through prayer, fasting, and other acts is rewarded for that, but she is held accountable for committing the sin of displaying her adornment, exposing herself, and revealing her charms to men. In fact, that is among the major sins. If she dies without repenting, her case is left to Allah; if He wills, He will punish her, and if He wills, He will forgive her.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
