If a woman extends her hand for a handshake, should the man refrain from doing so?

The first question of Fatwa number ( 5527 )
Q1: A girl extended her hand to a young man to shake hands with him in front of people,
should he refrain from shaking her hand, or should he shake her hand so as not to hurt her dignity?
A1: It is not permissible for a man to shake hands with a woman who is not a mahram (a relative one may not marry) to him, and following the guidance of the Messenger of Allah (peace and blessings be upon him) in this and other matters takes precedence over considering the feelings of a non-mahram woman who extends her hand to you to shake hands with her. Be gentle with her in refraining from the handshake, and explain to her the ruling of the Shari'ah. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
