If the bequest does not specify repeating Hajj, one time is sufficient

Fatwa number ( 4698 )
Q: My father, Sa'd ibn 'Abd al-'Aziz ibn Dayl, passed away (may Allah have mercy on him) and bequeathed one-third of his wealth in the shop, and nothing else. He bequeathed a Hajj for himself and a sacrificial animal, and one Hajj for his mother, Nura, and his father. He did not say "continuously" nor did he say "Hajj" in a way that would leave the door open for increasing it. Please rule on this, may Allah reward you.
A: The Hajj for your father is to be performed every year. As for the Hajj for your father's father and mother, considering that your father did not mention anything indicating its repetition for his father and mother, one Hajj is sufficient for each of them. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
