Q: His Highness Prince 'Abd al-Rahman ibn 'Abd Allah al-Saud, promised to grant a plot of land in the area of al-Du'aybah village, to build a school on it. However, the implementation of this is conditional on his being permitted to revoke a previous promise to grant it to build a festival mosque. His Highness requested our consultation with the scholars on this matter: should he choose to grant it to the festival mosque to fulfill the previous promise, or grant it to the Ministry of Education to establish a school on it? It is known that there is currently a mosque for the festival prayer west of al-Du'aybah.
A: If His Highness Prince 'Abd al-Rahman ibn 'Abd Allah al-Saud, has actually granted the plot of land to build a festival mosque on it, then it belongs to the festival mosque, and he has no right to revoke his grant. And if what occurred from him was
merely a promise to grant the plot of land to build the mosque on it, then it is better for him to fulfill what he promised in order to keep his promise. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
