Q: Some farmers plant corn, but they find no one to protect it from birds during the harvest. Consequently, they are compelled to harvest it before the proper time and before the kernels have developed, and then they give it to livestock as feed. The question is: Is zakah obligatory on this type of crop or not? And is the assistance that the government gives to farmers in this case lawful or forbidden?
A: If the matter is as described, then zakah is not obligatory on it. As for the assistance from the government, the matter should be referred to the competent authority, and they should be informed of the actual situation. If they approve the assistance or prohibit it, that is up to them. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
