The Shaykh: Yes, yes; I say: A man who delays the Fajr prayer until before the sunrise; this is regardless of the congregational prayer and others; this is a permissible matter, but the best, which we are not discussing now, is that you pray all the prayers in their first time, except the 'Isha' prayer, the best is to pray it in its last time, meaning before the middle of the night, but the best is not obligatory upon us, rather it is from the aspect of recommendation, so one who left the recommended and delayed the Fajr prayer until before the sunrise, then he has not disobeyed Allah (Mighty and Majestic).

The congregation is obligatory, we did a long lesson on it and you were present, so now we are not talking specifically about the congregational prayer, but we are talking specifically about the time, its beginning and its end, which the jurists call: the chosen time, the permissible time, and the disliked time. The chosen time is that he prays the prayer in its first time, except the 'Isha' prayer, which is in its last time, and the permissible time is before the entry of the time of the second prayer, and the disliked time is the 'Asr prayer before the setting of the sun, like this.
So one has a dispensation from the Lawgiver to pray Fajr until before the sunrise, and he has a dispensation from the Lawgiver to pray Zuhr until before the 'Asr prayer, and he has a dispensation from the Lawgiver to pray 'Asr until before the yellowing of the sun, not the setting of the sun, otherwise if he prays it before the setting of the sun in the time of yellowing, he is committing a forbidden act, and he has a dispensation to pray Maghrib until before what? The disappearance of the red twilight; meaning: the entry of the time of 'Isha', or he has a dispensation to delay the 'Isha' prayer until the middle of the night... this is the best, so it is not permissible to delay the night prayer until before the true dawn; because this is not permissible.
