As for the deceased who died before the lunar year was completed, there is no zakah due from him; because he died before it became obligatory. This is like if a person died two days before Ramadan, in which case it is not made up on his behalf.
As for the heirs, whoever’s share reaches the minimum threshold (nisab) owes zakah if the lunar year is completed from the time of his deceased relative’s death. And whoever has a small amount that does not reach the minimum threshold and does not have what would complete it, he owes no zakah.
