Allah the Exalted said:

And the promised day

وَالْيَوْمِ الْمَوْعُودِ

[Al-Buruj: 2] The Day of the Promise is: the Day of Resurrection, which Allah, Glorified and Exalted is He, has promised, and He has clarified it in His Book, and He has established rational proofs indicating that it will certainly occur,As Allah the Exalted said:

As We began the first creation, We will repeat it. [That is] a promise binding upon Us. Indeed, We will do it.

كَمَا بَدَأْنَا أَوَّلَ خَلْقٍ نُعِيدُهُ وَعْداً عَلَيْنَا إِنَّا كُنَّا فَاعِلِينَ

[Al-Anbiya: 104] .

Then Allah the Exalted said:

And a witness and a witnessed thing

وَشَاهِدٍ وَمَشْهُودٍ

[Al-Buruj: 3] The scholars of exegesis have mentioned several opinions regarding the meaning of the witness and the witnessed,They are summarized by: that Allah swore by every witness and every witnessed,And the witnesses are many, among them: Muhammad, the Messenger of Allah (peace and blessings be upon him), and he is a witness over us.
And among them are we—this Ummah—who will testify against the people.
And likewise, the limbs of a person testify against him on the Day of Resurrection regarding what he did of good and evil.
And likewise, the angels testify on the Day of Resurrection,So whoever testifies to the truth is included in His saying: (And a witness) .

As for the witnessed, it is the Day of Resurrection and the great terrors that occur therein, as the Exalted said:

That is a Day for which the people will be collected, and that is a Day [which will be] witnessed.

ذَلِكَ يَوْمٌ مَجْمُوعٌ لَهُ النَّاسُ وَذَلِكَ يَوْمٌ مَشْهُودٌ

[Hud: 103] So Allah swore by every witness and every witnessed.
