A person who falls ill before the Farewell Tawaf, after completing all the rites, and is unable to perform the Tawaf even if carried: is the Tawaf waived for him or not?

Machine translationRead the Arabic original
The questioner : A person who falls ill before the Farewell Tawaf, after completing all the acts of Hajj, has nothing remaining on him except the Farewell Tawaf. He is unable to perform it, whether he is carried or not, such as one who is struck by a fever, and he has a group with whom he cannot stay behind. Is the Tawaf waived for him, as it is for a menstruating woman?

The Shaykh : Repeat it.

The questioner : He says: He fell ill before the Farewell Tawaf after completing all the acts of Hajj, and he is unable to perform it even if he is carried, such as one who is ill with a fever, and he has a group with whom he cannot stay behind. Is the Tawaf waived for him, as the Tawaf is waived for a menstruating woman?

The Shaykh : As for the menstruating woman, if she starts menstruating after the Tawaf of Ifadah, then there is no Farewell Tawaf for her. The evidence for this is the hadith of 'Abdullah ibn 'Abbas (may Allah be pleased with him and his father) who said:
The people were ordered to perform the Tawaf of the Ka`ba (Tawaf-al-Wada`) as the lastly thing, before leaving (Mecca), except the menstruating women who were excused. أمر الناس أن يكون آخر عهدهم بالبيت إلا أنه خفف عن الحائض
Sahih al-Bukhari 1755
And as for the sick person, if he is able to be carried, it is obligatory that he be carried, because Umm Salama
She said: O Messenger of Allah, she is ill, meaning that the Farewell Tawaf is difficult for her. He said: Perform Tawaf behind the people while you are riding. قالت يا رسول الله : إنها شاكية، يعني ويشق عليها طواف الوداع، فقال طوفي من وراء الناس وأنت راكبة
and he ordered her to perform Tawaf even if she was riding. However, the question states that this man is unable to perform Tawaf by himself, and he is unable to perform Tawaf while being carried. So, do we say that in this case the Farewell Tawaf is waived for him by analogy to the menstruating woman, because the menstruating woman's Tawaf is hindered by religious law, and his Tawaf is hindered by physical inability? I say that if someone were to say this, that opinion would not be far-fetched, because the Tawaf is hindered from both sides: the Tawaf is hindered for the menstruating woman by religious law, and the Tawaf is hindered for the one who is unable to perform it even if carried by physical inability. But if Allah has enriched him and expanded his provision, it does not harm him to slaughter a fidyah (ransom payment) for this Tawaf, and his obligation is thereby discharged. Yes.
