he divorced a wife of his while she was menstruating and that when ‘Umar mentioned the matter to God’s Messenger he became angry and said, “He must take her back and keep her till she is purified أنه طلق امرأته وهي حائض فذكر ذلك عمر لرسول الله صلى الله عليه وسلم فتغيظ فيه رسول الله صلى الله عليه وسلم ثم قال : ليراجِعُها ثم يمسكها حتى تطهر

Ibn `Umar must return her to his house and keep her as his wife till she becomes clean and then menstruates and becomes clean again, whereupon, if he wishes to divorce her, he may do so while she is still clean ليراجعَها ثم يمسكها حتى تطهر ثم تحيض فتطهر فإن بدا له أن يطلقها فليطلِّقَها طاهرا

The Shaykh : The Book of Divorce.
Divorce is the separation of a woman after the marriage contract has been concluded with her. Its matter is great and its affair is serious. People have played with it today until divorce has become easier for them than a drink of water. This is an error; he must divorce her as Allah, Mighty and Majestic, has commanded. That is, if she is pregnant, let him divorce her, even if he has had intercourse with her recently.
The second is in a state of purity in which he did not have intercourse with her.
And the third is if that was before the consummation and seclusion.
And it is forbidden to divorce her during menstruation or in a state of purity in which he had intercourse with her, if she is one who menstruates and bears children.
For this reason, it is obligatory for a person, if he intends to divorce, to reflect, be deliberate, and consider, and then to ask the scholars before he divorces.
How many people have divorced in a manner other than the prescribed way, then regretted it with great regret, and lamented, and went asking the scholars from every angle, but how can he do that? How can he do that? Also, some people today are negligent regarding divorce; they hasten to divorce her and say, "You are divorced, you are divorced, you are divorced," or "You are divorced, then divorced, then divorced." The Sunnah is that one should not divorce except once only. For this reason, when Abdullah ibn Umar (may Allah be pleased with them both) divorced his wife while she was menstruating, the Prophet (peace and blessings be upon him and his family) was angered by it and became full of anger. How can he divorce her
other than for the waiting period, and Allah, Blessed and Exalted, has commanded that she be divorced for the waiting period. So He said:
O Prophet, when you [Muslims] divorce women, divorce them for [the commencement of] their waiting period and keep count of the waiting period, and fear Allah, your Lord. يا أيها النبي إذا طلقتم النساء فطلقوهن لعدتهن وأحصوا العدة واتقوا الله ربكم
[At-Talaq 65:1]
