Answer: It is not permissible for a woman in the waiting period—meaning the one whose husband has died and she is in the waiting period—to touch perfume; this is due to the prohibition of the Prophet (peace and blessings be upon him) regarding it. However, there is no harm in her providing it for her children or her guests, provided she does not share in it with them.
It is not permissible for her to make an explicit proposal until she exits the waiting period. However, there is no harm in making an implicit proposal without being explicit; for Allah the Exalted said:
There is no blame upon you for that to which you [indirectly] allude concerning a proposal to womenوَلاَ جُنَاحَ عَلَيْكُمْ فِيمَا عَرَّضْتُم بِهِ مِنْ خِطْبَةِ النِّسَاء
[Surat al-Baqarah: 235]. Thus, the Exalted permitted implicit proposals but did not permit explicit ones, and He the Exalted has the perfect wisdom in that.
