Q: From 'Abd al-'Aziz ibn 'Abd Allah ibn Baz
To the honorable brother: M. A. M. 'A, may Allah keep him safe. Peace be upon you, and Allah's mercy and blessings. And after:
I refer to your inquiry, registered with the Department of Scholarly Research and Ifta under number 1765, dated 25/4/1408 AH, in which you ask a number of questions.
I inform you that the matter regarding the adhan and iqamah is broad, in light of what has come in the authentic hadiths from the Prophet (peace and blessings be upon him). However, the best is to repeat the words of takbir at the beginning and end of the iqamah, and in "Qad qamat al-salah" (The prayer has begun), and to say the other words only once; because that is what Bilal (may Allah be pleased with him) did in the presence of the Messenger of Allah (peace and blessings be upon him) until Allah took his Prophet Muhammad (peace and blessings be upon him).
May Allah guide everyone to what brings Him pleasure.
And peace be upon you and the mercy of Allah and His blessings.
