Question:
A lengthy letter was sent by al-Mustafa Muhammad ibn Zafir al-Shahri from al-Sarh. As I said, our brother’s letter is lengthy, spanning two pages. The summary of what is in this letter says: If you are the agent for some of the heirs, is it permissible for you to cut out a portion of their property as a road for the car to reach their neighbors' properties?

Answer:
You may not do that except by referring to the court if they are minors. As for if they are of age and of sound mind, then consult them. If they permit it, there is no harm. However, if they are minors, this is a matter to be referred to the court, the court of the country, so that the court guides you to what it sees as appropriate in this case. Yes.
