Question:
The first message in this episode is a very long one, and its sender is a brother of ours, Muqbil ibn Hasan ibn 'Adi al-Salahi from Aden. Is there an explanation for this? Please guide us. May Allah reward you with good.

Answer:
In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send prayers and blessings upon the Messenger of Allah, and upon his family and his Companions, and upon those who follow his guidance. As for what follows:
There is no doubt that preaching and guidance are among the most important matters, and Muslims are in great need of it, indeed, non-Muslims are in even greater need of it. However, due to the scarcity of preachers and people being occupied with other matters, such as teaching and administrative affairs, a preacher may be delayed from the mosque for a long time because of the large number of mosques and the small number of preachers. This is the reason. I advise all married teachers from among the scholars and the graduates of the College of Sharia and the College of Principles of Religion; I advise them all to fear Allah and to participate in da'wah (calling others to Islam), and to participate in preaching and reminding in the mosques, so that they may fill the gap and deficiency that occurs among the preachers. The preachers are few in number relative to the large number of mosques. Although we seek preachers to be appointed with us, and we desire and strive for that, not everything a person wants is obtained for him; because many of our brothers who have graduated prefer to be a teacher or work in administration, as it is easier for them than da'wah.
So the mosques are many and the preachers are few. Therefore, the arrival of the preacher to the mosque may be delayed, as the questioner mentioned. And, praise be to Allah, they pass by the mosques and perform da'wah in most of the mosques, but some of them may be delayed from some of the mosques. And some mosques may be on the outskirts of the town, so the preacher does not come to them except at varying times. But for what has been mentioned, I advise my brothers the teachers and the scholars, such as the judges and others; I advise them all to fear Allah and to participate in the da'wah to Allah, and in preaching to the people and reminding them, and in answering their questions; because this is the duty of everyone, and a right upon everyone. We ask Allah to guide everyone.

The presenter: May Allah accept. The volunteer for da'wah to Allah, Your Eminence the Shaykh, are there any conditions that are required?

The Shaykh: Yes, if he is a graduate of the College of Sharia, or the College of Principles of Religion, or the College of Hadith at the Islamic University, or the College of the Qur'an, he is given the card. Or if some of the scholars testify that he is qualified for it, from among those who studied under the shaykhs and has gained experience in preaching and reminding, and is qualified for issuing fatwas, he is also given a card to that effect. And whoever is not testified to by this is not given the card, such as graduates of the College of Language, or the College of Social Sciences, or the Colleges of Medicine or the like; they are not given it because they are generally not qualified for this position. Yes.

The presenter: So: is this card necessary, Your Eminence the Shaykh?

The Shaykh: This card is necessary for us. As for the da'wah he performs in his congregation, or among those of his brothers who allow him to do so, this is permitted for him, and may Allah reward him with good. But in terms of the general leadership that I am in, we cannot give a person a card to perform da'wah unless he is qualified for it, in our belief, in terms of his graduation from the College of Sharia, or the College of Principles of Religion, or what is equivalent to them, or the existence of a certificate in his hand from the scholars testifying that he is qualified for da'wah, and qualified for issuing fatwas. Yes. But the teachers, in most cases, the teachers and the judges, in most cases, these people have what enables them to do that, and allows them to do it; because they are teachers from the graduates of the College of Sharia, and the College of Principles of Religion, and from the well-known scholars, they can perform da'wah, even if they do not have a card. And if they want a card, we give them a card. But the famous scholar does not need a card in the Kingdom, but if he wants a card, we give him one, in relation to some mosques that may not know him. Yes.

The presenter: Yes, if he is not from this country, Your Eminence the Shaykh, and he wants to call to Allah, utilizing his presence in these lands to call to Allah, how should the procedure be?

The Shaykh: The instructions prevent that. The instructions from the state prevent giving a card unless he holds Saudi nationality. Yes.
