Question:
From Ma'arrat al-Nu'man in the Syrian Arab Republic, the questioner Mustafa al-Hariri sent a question saying: Our village grows wheat, barley, lentils, cumin, olives, grapes, and watermelons.
Whenever he mentions that they grow it, it is rain-fed, we plow, we mow, we fertilize, and we harvest some of it by manual labor, and manual labor has become very costly nowadays. We ask your Eminence to answer us regarding the types for which zakah is obligatory, and what its amount is for this type of rain-fed agriculture. May Allah reward you with good?

Answer:
Zakah is obligatory in grains that come out of the land by rain, such as barley, wheat, corn, rice, and the like, if they reach the threshold, which is five wasqs by the sa' of the Prophet (peace and blessings be upon him). The wasq is sixty sa' by the sa' of the Prophet (peace and blessings be upon him), meaning: three hundred sa' by the sa' of the Prophet (peace and blessings be upon him). And the sa' of the Prophet (peace and blessings be upon him) is four handfuls with the two moderate, full hands, as mentioned by the author of al-Qamus and others. Four handfuls with the two full, moderate hands. This is the sa' of the Prophet (peace and blessings be upon him), and it is four hundred and eighty mithqals, and the mudd is one hundred and twenty mithqals.
So if five wasqs are obtained from the farm, meaning: three hundred sa' by the sa' of the Prophet (peace and blessings be upon him), then the zakah in it is one-tenth; due to the saying of the Prophet (peace and blessings be upon him):
On a land irrigated by rain water or by natural water channels or if the land is wet due to a near by water channel Ushr (i.e. one-tenth) is compulsoryفيما سقت السماء والعيون أو كان عثريًا -وفي رواية بعلًا- العشر

meaning: one share out of ten. If he obtains a thousand sa', then there are one hundred sa' in it, and if he obtains two thousand, then there are two hundred sa' in it, the one-tenth.
As for if it is watered by machines and animals; then it is half of one-tenth. In a thousand, it is fifty. In a thousand sa', it is fifty sa', half of one-tenth, if it is watered by machines and engines, then it is a cost.
As for fruits, there is no zakah in them. Watermelons, pomegranates, peaches, and the like of that, such as apples and oranges, there is no zakah in these. As for grapes, there is zakah in them if they reach the threshold, like dates. Yes.

The Shaykh: Yes, if they become raisins, and reach the threshold, they are subject to zakah. Yes.

The presenter: May Allah bless you. Regarding his mention of manual labor...

The Shaykh: And if it is estimated and not left... and sold fresh, it is subject to zakah by estimation like dates. If it is estimated to be five wasqs of raisins, it is subject to zakah. Yes.

The presenter: May Allah reward you with good. Regarding his mention of manual labor, does it affect the zakah, Shaykh Abdul Aziz? And is it considered like agriculture with cost?

The Shaykh: No... the laborer, as mentioned before, if the plowing is by labor, then it is half of one-tenth. The workers may be workers for the machine, or they may be workers for plowing, sowing, and watering. Yes. The point is: labor does not prevent zakah. Yes.
