We presented some of his questions in a previous episode, and in this episode he asks and says: What is the ruling in Islam regarding one who adds to the call to prayer some recitation of the Qur'an or some other words through the loudspeakers, where this phenomenon is widespread in many areas, and it is most common in the month of Ramadan before the time of Fajr and at any time of the night they wish? In such a case, voices multiply from all directions of the area, which affects the residents. Are these actions valid or not? Please inform us, may Allah reward you.
Answer: This is something that is not prescribed; rather, it is a religious innovation (bid'ah). It is obligatory for the mu'adhdhin not to add anything to the adhan, neither before it nor after it. He should not recite before the adhan, nor speak any words before the adhan, nor after the adhan raise his voice with the salutation upon the Prophet (peace and blessings be upon him) or with anything else. No, rather he should perform the adhan completely, beginning it with his saying: "Allahu Akbar," and ending it with his saying: "La ilaha illa Allah." He should not do anything before it, nor do anything after it, because that is from the innovations.
And he (peace and blessings be upon him) said:
He who did any act for which there is no sanction from our behalf, that is to be rejected.من عمل عملاً ليس عليه أمرنا فهو رد
Sahih Muslim 1718b
meaning: it is returned to its owner. Muslim narrated it in the Sahih, and al-Bukhari suspended it, affirming it, from Aisha (may Allah be pleased with her). And because of his (peace and blessings be upon him) saying:
'A'isha reported Allah's Messenger (ﷺ) as saying: He who innovates things in our affairs for which there is no valid (reason) (commits sin) and these are to be rejected.من أحدث في أمرنا هذا ما ليس منه فهو رد

meaning: it is returned. And Bilal and no one else in the time of the Prophet (peace and blessings be upon him) did anything before the adhan or after the adhan. So when he says: "La ilaha illa Allah," he closes the loudspeaker; it ends. And in the adhan, he begins... and in the first part, he begins with "Allahu Akbar," beginning the adhan with this, not speaking anything before the adhan. So he does not say: "Pray," or "Subhan Allah," or the like, or recite before the adhan. No, and after the adhan, when he says: "La ilaha illa Allah," he does not say: "O Allah, send blessings and peace upon the Messenger of Allah," raising his voice with it on the loudspeaker. No, rather he closes the loudspeaker, then he sends blessings upon the Prophet (peace and blessings be upon him) between himself and himself. If those around him hear it, there is no harm, but he closes the loudspeaker. It is not part of the adhan, rather he says it after the adhan between himself and himself, and there is no objection to those around him hearing it. Then he says:
Allahumma rabba hadhihid-da'wat it-tammah was-salat il-qaimah, ati Muahmmadan al-wasilah wal-fadilah, wab'athu maqaman mahmudan alladhi wa'adtahu (O Allah, Lord of this perfect call and the prayer to be offered, grant Muhammad the privilege (of interceding) and also the eminence, and resurrect him to the praised position that you have promised)اللهم رب هذه الدعوة التامة، والصلاة القائمة، آت محمداً ﷺالوسيلةة والفضيلة وابعثه المقام المحمود الذي وعدته إنك لا تخلف في الميعاد
Sunan an-Nasa'i 680Sahih (Darussalam)
as it came in the hadith. Al-Bukhari narrated in the Sahih from the Prophet (peace and blessings be upon him) that he said:
Whoever says, when he hears the call to prayer: "Allahumma rabba hadhihid-da'wat it-tammah was-salat il-qaimah, ati Muahmmadan al-wasilah wal-fadilah, wab'athu maqaman mahmudan alladhi wa'adtahu (O Allah, Lord of this perfect call and the prayer to be offered, grant Muhammad the privilege (of interceding) and also the eminence, and resurrect him to the praised position that you have promised),' will be granted my intercession on the Day of Resurrection.من قال حين يسمع النداء: اللهم رب هذه الدعوة التامة والصلاة القائمة، آت محمداً الوسيلة والفضيلة وابعثه المقام المحمود الذيي وعدته حلت له شفاعتي يوم القيامة
Sunan an-Nasa'i 680Sahih (Darussalam)
Al-Bayhaqi (may Allah have mercy on him) added with a good chain:
You do not break Your promiseإنك لا تخلف الميعاد

And in Muslim, from Abdullah ibn Amr ibn al-As (may Allah be pleased with them both), from the Prophet (peace and blessings be upon him) that he said:
When you hear the Mu'adhdhin, repeat what he says, then invoke a blessing on me, for everyone who invokes a blessing on me will receive ten blessings from Allah; then beg from Allah al-Wasila for me, which is a rank in Paradise fitting for only one of Allah's servants, and I hope that I may be that one. If anyone who asks that I be given the Wasila, he will be assured of my intercession.إذا سمعتم المؤذن فقولوا مثلما يقول ثم صلوا علي، فإنه من صلى عليي واحدة صلى الله عليه بها عشراً، ثم سلوا الله لي الوسيلة، فإنها منزلة في الجنة لا تنبغي إلا لعبد من عباد الله وأرجو أن أكون أنا هو،، فمن سأل لي الوسيلة حلت له الشفاعة
