Ruling on adding words before or after the adhan

Fatwa number ( 709 ):

Q: It has been observed that some mu'adhdhins, when calling the Fajr adhan, shout from the minaret and, before starting the adhan, repeat two or three voices: "Pray" or "The prayer," and then they begin the adhan. The question is: Are they to be left as they are, or is it to be denounced against them?

A: It is not hidden that the religion is built on following and emulation, not on innovation and invention. This is supported by the saying of the Prophet (peace and blessings be upon him):
'A'isha reported Allah's Messenger (ﷺ) as saying: He who innovates things in our affairs for which there is no valid (reason) (commits sin) and these are to be rejected.من أحدث في أمرنا هذا ما ليس منه فهو رد
Sahih Muslim 1718a
, and in another narration:
He who did any act for which there is no sanction from our behalf, that is to be rejected.من عمل عملاً ليس عليه أمرنا فهو رد
Sahih Muslim 1718b
, and his saying (peace and blessings be upon him):
Avoid novelties, for every novelty is an innovationإياكم ومحدثات الأمور، فإن كل محدثة بدعة
Sunan Abi Dawud 4607Sahih (Al-Albani)
. It is also not hidden that the prescribed adhan consists of seventeen words for the Fajr prayer and fifteen words for the other prayers. If anything is added to what has been established as prescribed, whether the addition is before starting it or after finishing it, this addition is considered a bid'ah (religious innovation) that must be denounced, and the one who does it must be denounced, even though the adhan contains what is more eloquent than these words and has a stronger effect and awakening, namely the mu'adhdhin's saying: "Hasten to prayer," twice, and "Hasten to success," twice, after reminding of the majesty of Allah and His station. Therefore, it is necessary to denounce the aforementioned mu'adhdhins for what they say while in the minaret, which is an addition to the adhan before starting with the words "Pray," "The prayer," or the like; in order to protect the sanctity of the prescribed from what is not prescribed of innovations and invented matters. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
