Q351: The questioner says: I worked in Arab countries for four years, and I did not fast the month of Ramadan during these four years. The reason is that I do not pray, due to hard labor, extreme heat, and other hardships. What is my obligation now?
A351: If he does not fast because he does not pray, then he should repent to Allah the Exalted, and begin the remainder of his life by maintaining prayer, fasting, and the rest of the rulings of the religion. He does not have to make up what he missed in the past. As for his deliberate abandonment of prayer, this is a departure from the religion; his fasting is not valid as long as he does not pray. As we mentioned, his fasting is not valid, so he is outside the religion and not a Muslim, even if he fasts. However, if he abandoned fasting Ramadan for years after he repented to Allah the Mighty and Majestic and maintained the prayers, then he must make up what he missed. It is likely that he owes the making up of what he missed, provided this was after his repentance from abandoning prayer; that is sufficient. But if his abandonment of fasting was before his repentance, then it is considered along with the prayer, so there is no making up for it.
