Q: We seek your ruling, Your Eminence, on the permissibility and lawfulness of using zakah funds to benefit from them in providing the association's services to those in need from the visually impaired segment of society, specifically regarding providing their medical and rehabilitation needs, and training the personnel who work on treating and rehabilitating the visually impaired. We ask Allah, the Most High, the Almighty, to grant us and you success in all that is good and in serving this noble group.
A: The principle is that zakah is to be disbursed in the categories designated by Allah, Glorified and Exalted is He, in His saying:
Zakah expenditures are only for the poor and for the needy and for those employed to collect [zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler - an obligation [imposed] by Allahإِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاءِ وَالْمَسَاكِينِ وَالْعَامِلِينَ عَلَيْهَا وَالْمُؤَلَّفَةِ قُلُوبُهُمْ وَفِي الرِّقَابِ وَالْغَارِمِينَ وَفِي سَبِيلِ اللَّهِ وَاِبْنِ السَّبِيلِ فَرِيضَةً مِنَ اللَّهِ
[At-Tawbah 9:60]
, and then whoever
takes it from those entitled to it owns it, and thus he disposes of it as he sees fit for his own benefit, whether in food, clothing, housing, paying off a debt, or the like. Accordingly, it is not permissible to disburse zakah to provide medical and rehabilitation needs for the visually impaired, nor for the personnel who treat and rehabilitate them.
