Q: You know, and with the praise of Allah, after reviewing and studying some books, that the Qur'an is the speech of Allah and is not created, as some sects such as the Mu'tazilah say. However, a strong doubt was raised there that I did not know how to refute, as I read a book by Ibn al-Qayyim and did not understand it. This doubt is that Allah, Mighty and Majestic, says:
Allah is the Creator of all thingsاللَّهُ خَالِقُ كُلِّ شَيْءٍ
[Ar-Ra'd 13:16]
, and the Qur'an is considered a "thing," so they say: then the Qur'an falls within the scope of this verse. I want you, Your Eminence, to clarify this verse for us and how to respond to these innovators? Please inform us, may Allah reward you with good.

A: The Noble Qur'an does not fall within the scope of His saying, Exalted is He:
Allah is the Creator of all thingsاللَّهُ خَالِقُ كُلِّ شَيْءٍ
[Ar-Ra'd 13:16]
; because the Qur'an is the speech of Allah, and the speech of Allah is an attribute of His that is not created; because attributes follow the one who possesses them. So Allah, with His attributes, including His speech, is the Creator of everything, and everything other than Him is created. And as He, Exalted is He, said:
Unquestionably, His is the creation and the commandأَلا لَهُ الْخَلْقُ وَالأَمْرُ
[Al-A'raf 7:54]
,
He, Glorified and Exalted is He, distinguished between creation and command by the conjunction that implies a difference between them, and the command is through speech. He, Exalted is He, said:
His command is only when He intends a thing that He says to it, "Be," and it is.إِنَّمَا أَمْرُهُ إِذَا أَرَادَ شَيْئًا أَنْ يَقُولَ لَهُ كُنْ فَيَكُونُ
[Ya-Sin 36:82]
. And with this, this doubt is removed from you, if Allah wills. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
