"So that they may reflect upon its verses": The lam is for causation, meaning in order that they reflect upon its verses. This is one thing, and in order that people of understanding may be reminded. Look, the Qur'an, glory be to Allah, regarding reflection, it did not say "so that people of understanding may reflect," because a disbeliever might reflect upon its verses. Does a disbeliever have intellect? No, he does not have intellect. A disbeliever has an intellect of perception that relates to being held accountable, but he does not have an intellect of guidance by which he understands how to conduct himself. For this reason, intellect is called "intellect" because it restrains its owner from what harms him.
So reflection is absolute. How is it absolute? For everyone to whom the Book reaches, "so that they may reflect upon its verses." Remembrance is for whom? For those with intellects, "and that people of understanding may be reminded." For this reason, you may find some who write in the Arabic language, Christians, who explain the meanings of words and understand them, but they do not remember, because they do not have intellects.
