The Shaykh : The distinction between them is clear, because the man who went to his family in Jeddah is going to his family, whether he performs 'Umrah or not. But he says, I will perform 'Umrah if I stay for a week or a month or something like that.
Just as a man from the people of Makkah, if he traveled from al-Qasim to Makkah to go to his family and he wants to perform Hajj this year, we do not oblige him to enter ihram when he passes the miqat, because this man is going to his family.
And so is the first case, the one who went to his family in Jeddah.
As for the one from the people of Riyadh, he is a traveler, even in Jeddah he is a traveler, not a resident. So if he goes to Jeddah for a purpose, a job, a visit, or trade, or a position, and he wants to perform 'Umrah in this trip, this trip combines two matters. So we say: do not pass the miqat until you enter ihram, because you are a traveler, even while you are in Jeddah. As for that one, he is settled in his homeland when he reaches Jeddah, or when he reaches Makkah.
