The Shaykh : The multiplication in Makkah regarding sins is not a quantitative multiplication, but a qualitative one, meaning: the punishment is more severe and more painful. The evidence that it is not a quantitative multiplication is the saying of Allah the Exalted:
Whoever comes [on the Day of Judgement] with a good deed will have ten times the like thereof [to his credit], and whoever comes with an evil deed will not be recompensed except the like thereof; and they will not be wronged. مَنْ جَاءَ بِالْحَسَنَةِ فَلَهُ عَشْرُ أَمْثَالِهَا وَمَنْ جَاءَ بِالسَّيِّئَةِ فَلا يُجْزَى إِلَّا مِثْلَهَا وَهُمْ لا يُظْلَمُونَ
[Al-An'am 6:160]
This verse is Makkan, because it is in Surat al-An'am, but as Allah the Exalted said:
We will make him taste of a painful punishment. نُذِقْهُ مِنْ عَذَابٍ أَلِيمٍ
[Al-Hajj 22:25]
meaning: the pain of the punishment in Makkah, or in committing a sin in Makkah, is more severe than the pain of the punishment if this sin is committed outside Makkah.
