The Shaykh : Praise be to Allah, Lord of the worlds, and may peace and blessings be upon our Prophet Muhammad, and upon his family and all his Companions. We ask Him for success in being correct. We say: The Farewell Tawaf is obligatory upon everyone who performs Hajj or 'Umrah; they must not leave Makkah until they perform the Farewell Tawaf, which is a Tawaf without Sa'y. This is based on the hadith of Ibn 'Abbas (may Allah be pleased with him), who said: The people were departing in every direction, so the Prophet (peace and blessings be upon him) said:
No one should depart until his last act is at the House. لا ينفر أحد حتى يكون ءاخر عهده بالبيت

So, regarding this group of residents of Jeddah from Sudan, when they did not perform the Farewell Tawaf, we tell them that they have done wrong, and that it is obligatory for them not to leave Makkah until they perform the Farewell Tawaf, because they left Makkah for their place of residence, thus falling under the hadith we mentioned earlier. Accordingly, we tell them: If their action was based on a fatwa given to them by one of the scholars they trust, then they owe nothing, because that is their duty
So ask the people of the message if you do not know. فاسألوا أهل الذكر إن كنتم لا تعلمون

. And if the mufti made a mistake, nothing is required of the one who sought the ruling, because he did what Allah made obligatory upon him. However, if their action was not based on a fatwa from someone they trust, then it is obligatory for each of them to slaughter a fidyah in Makkah and distribute it to the poor, for leaving an obligatory act. Leaving an obligatory act, according to the majority of scholars, requires a sacrificial animal to be distributed to the poor of the Haram.
