Question: A man knows that obeying his parents is obligatory, but his father proposed a certain girl for him, and he learned that she does not pray. If he refuses this proposed bride, is that undutifulness to parents or not?

The mobile phone: This is not undutifulness to parents, and it is not permissible to marry a woman who does not pray; because abandoning the prayer is major shirk (associating partners with Allah) in the most correct of the scholars' opinions; due to the saying of the Prophet (peace and blessings be upon him):
The covenant that distinguishes between us and them is prayer; so whoever leaves it, he has committed Kufr.العهد الذي بيننا وبينهم الصلاة فمن تركها فقد كفر

And a group of the people of knowledge held that abandoning it out of negligence and laziness is minor shirk (associating partners with Allah) and a sin, and that one does not become a disbeliever by it, if he acknowledges its obligation and knows that it is obligatory. And the most correct is the first opinion, which is that the one who abandons it becomes a disbeliever, even if he does not deny its obligation; due to the authentic hadiths mentioned previously. And some of the people of knowledge reported the consensus of the Companions of the Prophet (peace and blessings be upon him) on that.
And in any case, the one who does not pray is not to be married, even if we say that she does not become a disbeliever, it is not befitting for a Muslim to marry her, and the father is not to be obeyed in that, nor the mother, nor anyone else; due to the saying of the Prophet (peace and blessings be upon him):
Obedience is in matters which are good and universally recognized.إنما الطاعة في المعروف

, and his saying (peace and blessings be upon him):
A creature is not to be obeyed when it involves disobedience to the "Creator.”لا طاعة لمخلوق في معصية الخالق
