What is the difference between the reward of the believers and the punishment of the disbelievers in the verse? For the disbelievers, He said:
Indeed, your Lord is an effecter of what He intends. إن ربك فعال لما يريد
[Hud 11:107]
and for the believers, He said:
a bestowal uninterrupted. عطاء غير مجذوذ
[Hud 11:108]

and He said regarding the Fire:
Indeed, your Lord is an effecter of what He intends. إنك ربك فعال لما يريد
[Hud 11:107]
... , in all of it He said:
As long as the heavens and the earth remain ما دامت السموات والأرض
, what is the difference between them? The difference is that since this is a favor, He indicated that it is a continuing favor, and since this is a punishment, He said:
Indeed, your Lord is an effecter of what He intends. إن ربك فعال لما يريد
[Hud 11:107]
so He performs this punishment because that is what His will requires.
